European Ministerial Conference, Warsaw, 11-12 May 2000
The main objectives of the Conference were to build up a consensus between Ministers from the Candidate Countries and the EU on the deployment of the European Model of Information Society through a political and socio-economic assessment of achievements up to that date and by developing a common understanding at the highest level on a policy action plan to tackle medium term requirements of the Information Society within the Candidate Countries. During the Ministerial Conference, Central and Eastern European Countries recognised the strategic goal set by the EU-15 in Lisbon and agreed to embrace the challenge they had established by deciding to launch an "eEurope-like Action Plan" by and for the Candidate Countries as a compliment to the EU political commitments in order to try and broaden the base for achieving the ambitious goal of making of Europe during the next decade "the most competitive and dynamic knowledge-based economy in the world." In February 2001, the European Commission invited Cyprus, Malta and Turkey to join the other candidate countries in defining this common Action Plan.
