| Information infrastructure includes more than just the physical facilities part of the information and communication technologies. It encompasses an ever-expanding range of equipment, the information itself, applications and software. As products and services converge and new technologies evolve, interconnection and interoperability are critical. At the same time security can only be strengthened by encryption mechanisms that facilitate interconnection and interoperation between networks, and ensure personal privacy, security of the information carried, as well as security and reliability of the networks. Competition can only be achieved through appropriate regulatory framework. This session discusses the new regulatory framework and its impact/role in attracting foreign investments, ensuring universal service, security, etc. A discussion of broadband technology as prerequisite for media convergence will also be undertaken. |

| Private and public initiatives to bring the knowledge-society to the citizen are being taken in all sectors at national, regional and municipalities level. Current and future community initiatives help in the promotion and establishment of the information society at regional and local level both in the candidate countries and EU Member States. Exchange of information on best practices in the areas of e-health, e-government, e-transport, education on-line, etc. being undertaken in one country may provide some immediate benefits to another. This session provides an opportunity to present and exchange best practices from such local initiatives. |
